Consider tacking on a couple of semesters and getting another engineering degree. If the market picks up again you can bail out. If it doesn't you can surely get a job with a dual degree if the other one isn't so specialized (mechanical, civil, electrical, chemical).
Or get a low level entry job and resign yourself to doing gruntwork until the job market improves. It will improve, just a matter of time. But it could be a few years before that happens.

My pops is a recently retired Pet Engineer
He gave me great advice when I started LSU:
You can major in petroleum if you like, but I would highly recommend against it

What about a master's in environmental engineering? With a huge push for tighter emission standards, it might make you more marketable.

I would say to watch out for government funds running outout, but those frickers just print more money when they need it.

That's what people don't understand...when these price drops happen (which they do, just about like clockwork every 8-10 years), these companies all over lay people off like crazy. It sucks for sure, but at the end of the day, they're big enough where they're thinking 5, 10, 20 years down the road. They're making sure they can pad their company's account for the long haul, so when the prices do spike back up (which they will), they have the ability to start these little companies back up and get everyone back to full-time employment. Sucks, but you have to bet big to win big.
A lot of the clients I build for are in the Bakken and the Eagle Ford, and in day-to-day conversation about my projects, I'll ask around about what their outlook is on all of this. Basically, they're biding their time until the prices go back up and they can resume "business as usual". Sucks, but for the long-term, they have to do it to make sure they're around after the dust settles.
OP, are you open to field service companies? A lot of frac companies are still running strong in that area. They'll be more inclined to hire if you're willing to travel. Sure, you'll be in some shite city in some shite part of North Dakota/Montana/Wyoming, but hey, it's a job, right?
