A Plus Motel and RV Park - retention pond story from Sulphur, LA

The rumor is that the owner of the new A+Plus Motel and RV Park, didn't want to have to build a retention pond on his property because that would mean less revenue. I assume he tried to fight it but eventually lost his battle and built his pond. But did he really lose?
