There is no way that a phosgene leak is going to affect Prairieville or Galvez. Geismar and the surrounding plants might be affected. Once a release is big enough, they have to sound the community alarm, even though the phosgene will most likely dissipate before reaching any large residential area.

Isn't this the same colorless gas that gained infamy as a chemical weapon during World War I where it was responsible for about 85% of the 100,000 deaths caused by chemical weapons?
