I'm willing to also bet that this company is claiming these reimbursements are part of a "accountable plan".

What that means is that:

1) The reimbursements are a deductible expense to the company

2) The reimbursements are NOT taxable to the employee

3) The reimbursements are NOT subject to FICA tax for either the company or the employee

Somewhere, an IRS auditor's eyes just lit up like Christmas morning. If these mileage reimbursements aren't properly documented (and I don't see how they can be, given the size), the IRS is going to have a field day with this.

No one is going after him. This will be swept under the rug unless the IRS gets involved like mentioned above.

I will qualify that the below is alleged, so take it for what you will.


Mallett also runs these "halfway Houses" in the Iowa area that are supposed to be used to house small time drug offenders during their sentence. These are individuals who don't really qualify for actual prison due to the nature of the crime.

Great idea in theory, but he is essentially getting free labor out of the deal and the kids have very little recourse to get away. He pays them something like $40/day to work for one of his companies, then charges them $50/day for the housing. So by the time their sentence is up, they are still stuck in the halfway house because they owe so much in back pay for the rent. The LC Sheriff recently realized what was going on and stopped sending him offenders...

Heard about the other accusations but didn't know this. If true, good for Mancuso. He will be sheriff in Calcasieu until he decides he no longer wants to be so it's not like he needs to play favors with politically connected people like this.

I didn't realize halfway houses charged their occupants. I just assumed, like jail, it was paid for by the government.

Nope. There is a guy in Lake Charles that owns like a dozen halfway houses. Some for men and some for women. He stacks people 4 to a room and charges them $110 per week to stay there which also includes their weekly drug test, counseling, probation reports etc. I used to hire the people there like I was calling Labor Ready. He doesn't profit off of their work directly but he does help them find work so they can pay their rent. He's actually a good guy that helps people but he does make a killing off of what he has going on.
