Correct, her intent was never to trivialize 9/11. It was to dismiss the people that carried it out as insignificant outliers. If you really want to put that quote in context, you can contextualize the fact that CAIR has close ties to the Muslim Brotherhood which is so bad that they were forced out of power in Egypt because of their radicalism. That's the real context and it shows why she said what she said. It was no "misspoken statement".
