I hear Frank was outraged when he first walked through the place but latter when Zurik talked to him he had been told of Dean's status and then he was not so gun-ho to get the people out. Just what I heard. They did get them out pretty quick after being caught.

He seemed flustered and mad like he was being pulled in several directions. His answers were very jumpy like someone finding something out and then immediately having to answer questions.

Its like he had just showed up and didnt know anything. Really sounded like a small town police chief that wasnt equipped to handle the situation.
