Again, LA has some screwy insurance laws but every state I practice is your insurance would provide a defense attorney because if you get found liable they are on the hook for the judgment up to your limits.

Seize the car until the owner can provide proof of insurance. Auction them off if no response after 60 days.
Driving is a privilege, not a right, that comes with responsibility, e.g. license, registration, insurance. If you can't handle all 3 parts, get a bus pass.
