some legislators need to make this happen.

Was in traffic court one day and the judge let a guy off for littering.
Guy said he didn't believe he had actually littered, but he was going to plead guilty anyway because it wasn't worth his time to fight it. Judge said he couldn't say that, let him off.
Brilliant move.

Fines won't change the trashy culture. I love Louisiana as much as any other native, but a majority of us are real trashy pieces of shite and that's not going to change any time soon. My dad's assured me it's much better than it was thirty years ago, hopefully it'll be gone in another thirty.

As long as it gets thrown into the swamp/woods where it can decompose and not onto the concrete, I don't see a problem with it.
ETA: Also assuming you're not throwing it somewhere that is pedestrian-heavy.
