There is another book where the US Government creates a "UFO" with just enough black tech and things that don't really work but look like they would. They then load it up with a 90% fatality rate bioweapon that also degrades in a matter of hours, and crash it into LA. LA gets wiped out, the US and the world gets united to face an alien threat. Can't recall the name of it though, read it like 35 years ago.

It looks like he's not saying it's UFOs, but rather a collapse of global currencies leading to people being emotionally disturbed, or something like that. I don't know. He's hard to follow and I have better shite to do.
