The swat roll is happening in Lincolnshire, which is pretty much the worst neighborhood on the westbank. That area has 1500+ sq ft houses for less than $20K that have been sitting on the market for months. Not at all surprising that a swat team would be called out there.

I wouldn't really call them "check points." They put barricades up for a certain stretch of Beale Street to prevent through traffic, and there are typically cops standing around these barricades. I have never seen them search anybody coming onto Beale.
My biggest fear isn't getting shot in the French Quarter- it's tripping on the uneven sidewalks. It seems every time I visit the FQ I see at least two people trip and get a face full of pavement.

Lincolnshire and that area off of Desthrehan in Harvey are the worst in JP, but there are parts of Algiers that look like Iraq.
Especially in Aurora and at the beginning of Wall there is the worst apartment complex in the entire city.

Wrong. You have to stand in long lines at night and they pat down/wand/ID every person entering Beale St. It takes forever and is annoying. Beale is pretty fun though.
