2 car wreck...6 tow trucks waiting to tow cars...I don't get it

It's a lottery system..they put a chip in the hat and the cop draws however many chips are needed.

the others are enterprising on the certainty that a rubber necker is going to cause another accident. Proactive not reactive

Saw a wreck on my way home yesterday. SUV collided with a dump truck. It looked like the dump truck was coming down the hill that deadended into the cross street. The road was wet, and it slid through the intersection and slammed the cab into the hill on the other side, and the SUV nailed the back of it. 3 Tow trucks, but the first two were standard, and the third was a flatbed with a large winch. They were winching the dump truck out of the grassy hill.

I get the system is supposed to prevent tow trucks from racing to the scene of an accident, but more often than not, they just create way more traffic. When I was working in the Woodlands, I saw this once every couple of weeks. A small accident ends up causing way more traffic than normal because 7 tow trucks are blocking more of the road than necessary.
