I live in Manhattan and assume this is targeting the tricked out cars and motorcycles that do dumb shite around the city late a night. They often drive down streets like Broadway, Park Avenue, etc. popping wheelies, doing donuts, and revving their engines. I’ve even seen some 4 wheelers come through and motorcycles driving on the sidewalks.

I live on a quieter street and I don’t really hear it, but when I’m out and see them, it’s fricking ridiculous.

As someone who literally just left NYC today after 3 days, I can only recall one obnoxiously loud motorcycle. If course, that is probably because I couldn’t hear the rest over the constant obnoxious horn honking.

Then again, that was mostly in mid-town. Go to Chelsea on a weeknight at 9:30 pm and it feels like you are in a different city in terms of noise.

Unless the car is the only one on the street. Explain how it knows it's that car and not the one in front of or behind it.

I would assume this is a bigger problem in the outer boroughs (where minorities can afford to live and have cars) with occasional trips to Manhattan to terrorize the locals with their loud cars. Definitely could be wrong about that though.
