Dart wasn’t available at 40 and Loomis tried to trade up for Dart.

You can't think of an NFL team as simply something that is a past time/benefit for the fans of the team. It's a business first and foremost and the objective is to make money, not to even necessarily win games. As long as fans keep packing the dome and paying $20 a piece for shitty beer and dry jambalaya, the objective is being accomplished.
That aside, (of course Saints fans will not think so) Loomis is allegedly a pretty sharp business man when it comes to matters not directly related to football. He could be making money for Gayle hand over fist in investments.
