Was Drew Brees a top 5 QB the first half of his career? How do you know Carr would not thrive in the right situation? So only 4-5 teams should consider competing for the Lombardi trophy each year?
I get your point, elite QB play makes all the difference, but so much of success in the NFL is "right place right time". Look at Mathew Stafford, Lions to Rams. I agree with you that there are only a handful of elite QB's in the league, but I also believe that after those top 5 or so guys, there are another 6-8 guys or so that can win you a Super Bowl. Carr was a top 10 guy at one time in many eyes.

Any of these vets would be a slight upgrade at a much higher price tag which in turn hamstrings the rest of the team. How are we supposed to sign any quality FA or keep any young guys if we’re paying so much to a mediocre QB that’s not the franchise guy long term?
The answer is you don’t. Get someone like Dalton or Jameis that are much easier on the cap as your stopgap. Then start drafting QBs until we find the guy, or maybe lightning strikes a real option in FA emerges like Drew. It’s none of the ones available this year though so why bother? I don’t think it’ll be him either, but I’d take a flier on Hendon Hooker if he’s there and see how it works.
Our window is closed and shut tight. We either bite the bullet and suck hard for a year or two to clear the books and get some youth with a chance to be relevant in 3-5 years with long term sustainability like we had before, or we’ll just wallow in 7-9 win mediocrity for the next decade and never truly have a chance. I don’t care what we do, as long as we don’t end up with the guy from Univ Florida, he was god awful his whole career but has 1st round grade. Someone will regret that pick wherever he ends up.

Getting Carr for the right deal, and staying healthy, and having a solid draft to reload at key positions, this team could win the NFC South this season, three picks next year in the first two rounds, could win the NFC South again. Realistically this team could go on another run winning the division for the next 5 seasons with Carr and staying healthy.

We aren't going to get an elite quarterback this offseason. There isn't one available. A bridge QB like Baker isn't going to set us back. He shouldn't cost a lot or demand a long commitment. Carr could set us back if we go hard after him.
