I've got my fingers crossed but this is how I'm reading it as well.
And thanks for the PBP, Otis. Greatly appreciated.

@SportsLawGuy: May need to exhaust internal appeal of Burbank ruling. &, judge suggests that cartoffs are bounties. So,mostly good for plyrs, but bag mixed

?@StephStradley A Fed judge thinks "bounty" discipline a joke. Legal posturing aside, Goodell in interest of game should reconsider his discipline

NFL's favorite opposing counsel, Jeff Kessler, arguing why judge has power to overturn RG decision. Fair to say that he is "thundering away"

Kessler is up. Said he is devoting his oral argument to show Berrigan she does have power to rule, despite what NFL says

Kessler impressed at the last hearing and he's driving home points here again about Berrigan's power, the place he probably needs to hit

Agreed...he knows he needs to show her that she is allowed to do what she says she wants to do.

I think she'll punt until the Aug 30th Arbitration hearing. I think she's sending a message in her public statements that they should be VERY careful with the arbitration hearing...
And that she will leave herself open to revisit this if they aren't.

The appeals board on Aug. 30 is an appeal on Burbanks btw. Kessler is acknowledging that is a step that remains, but doesn't deal w/ Goodell

That's key argument.Kessler says judge doesn't have to wait for Burbank appeal because judge can decide issue on her own. No deference req'd

Burbanks ruled that Goodell had authority over players. Appeals panel will review that on 30th
