Benson was looking to move the Saints before Katrina ever hit. Attendance was slumping badly and he and San Antonio were already talking. Honestly what most people don't realize is that Katrina is what saved the Saints from leaving. Now, he still wanted to move forward with the move but Paul Tagliabue intervened, and the rest is history.
Say what you want now, but props to him for staying and building a powerhouse team instead of sitting back and putting out duds every year that could have hastened a later move.
