With TB having two TOs left, three garbage runs would milk :55 seconds off the clock (assuming a made FG on 4th down). KO with 1:05 and no timeouts down two. A TD plus two-point conversion is definitely what we need.

This is tricky. I saw run it three times and call timeout on 4th down with 1 sec left. That should give TB only about 20 ish sec to get a FG assuming we get it

Any defensive penalty that results in an automatic first down would be utterly devastating to TB.
