NFL needs to fix this by starting with a few things

A pick at the end of the 1st and 2nd round of the draft this year. .
Give Brees his youth back.
Saints get a bye until the Super Bowl for the next 5 years.
Pay off all Saints fans debts.
And for Goodell to turn himself in to the FBI for child porn.
That will be a good start.

beyond the rest of the BS, i do think there is nothing that can be done if a blatant mistake by the refs screws a team form a playoff win, they should get a 1st round compensatory pick as a concession for damage caused by it.
yes its a hollow concession for damage but its a t least an attempt at some form of compensation
the league also needs to allow replay challenge to call missed penalties such as PI or personal fouls

Regardless they changed the rules for the idiots after 09 why not now in a much more egregious way?
