The NFL is not a true authentic competitive sporting event. It's a show. It's entertainment. The Refs are able to manipulate the outcome of the games because the NFL allows the rules to be enforced with no consistency and little accuracy. This is intentional.
That non-TD that you saw was called a TD in order to keep the game close.
