What I meant is, I can understand if Drew saw it coming and dropped down. I couldn't fault Brooks for that, but since he had a free shot, Brooks has to be more heady and aim better so as not to draw the flag.

The defender is responsible for where he hits a player. Drew didn't see it coming. He was a still target.

I think what people are missing is that it doesnt have to be a direct hit to the neck? Which is hard to get to with the pads and helmet and such. The rule is defined as the head or the neck AREA.
That would obviously include the collarbone and the area immediatly around the opening of the shoulderpads.

I heard one of the espn idiots say that "one thing you have to remember is that he is only about 6 feet tall". So, I guess this rule should only apply to tall quarterbacks?????
