Kellen Moore & the Penalty situation

What gives? The dude seems sharp and it SEEMS like he has an attention to detail and knows how awful the Saints were in penalties last year yet it still appears to be an issue.
We all know it’s on coaching but I wonder how much of it is on Moore and how much of it is on the rest of the staff/players. Is Moore too focused on Shough and the offense to step back and address some of these issues? Is he relying too much on Staley and the rest of the staff to instill discipline? Does he just not know HOW to fix these things? Or is the plan just not sticking. Where is the disconnect? Sure. It’s preseason. We all know an arse kicking doesn’t really matter. But you can still look like a disciplined team even in a shite game. A dozen plus penalties in a game is pathetic, even if it is preseason.
I’ve always had the feeling Moore would always be a 9-10 win capped coach and Shough would need him, Nuss and Tolzien and their development to reach his potential but idk if there’s a ton of confidence in him as a HC that can actually win playoff games if he can’t get some of the more basic things like penalties under control. Starting to feel more and more like Moore is the guy BEFORE the guy. Like a Doug Collins on the Bulls situation. What do you guys think?

Best explanation I've read so far is that the Saint had a week of practice in California that saw the team practice - joint practice - team practice - joint practice - team practice - walk through and game.
That's a lot in a week. More than you'd normally see and the coaches stated that leading into that week.
It showed in the game, the team was worn out, mentally and physically.
I expect to see a rebound this week.
Why didn't the Rams look gassed? They are the team to beat in the NFC and maybe NFL.
There were some good takeaways from this game, unfortunately they are overshadowed by the many negatives. It's only 1 preseason game. That's all it means.

Players commit penalties.

Also the penalties are being committed by a bunch of rookies and practice squad guys who aren’t even a month into camp.
There will be plenty of time for heartburn if the starters and vets have the same issues in the season.

How many penalties did we have in the team sessions of the two scrimmages? That’s where I would focus.
