If it goes past 4 pm EST, I'd think it favors the Saints due to the money Ryan is paid.

I agree with this. An "insider" with nearly 600 followers is ADAMANT that Watson has already chosen NOLA, and the details are being worked out. I'm on the fence whether or not I believe him.

That money is due Friday per Schefter. I don't think we'll be getting an answer today, which makes me think he is choosing Atlanta.
