Pats will tag him
They might put an RFA tender on him (maybe 2nd or third round - if eligible, I don't know and don't want to go look it up), but they won't franchise tag him.

no, they will not. Every team will know they have no option but to trade him if they tag him and risk having to pay a backup QB 23 million

patriots have just as much 2018 cap space as the browns. That's without making any probable cap moves too. They aren't letting Garappolo leave especially after they didn't trade him this past draft.

Garoppolo = the most over hyped and over rated average backup QB in the league.
the patriots deserve an award for the great PR they do to make so many people praise and desire someone who hasn't done anything yet to show he can be anything more then just another average quality backup QB. his greatest acclaim is the other QB options suck a whole hell of a lot, so he looks like an attractive option lol.
but I am sure someone will pay out the arse for him and he will be the next QB to under perform the expectations placed on him

Nerves in his knee are not regenerating.
Seems like they edited MMQB:

You can see the original passage from the story below, which does, in fact, state that Bridgewater had suffered nerve damage in his knee. It would appear that King may have gotten the Teddy Bridgewater and Sharrif Floyd knee injuries mixed up.
So it looks like there isn't nerve damage (as was reported when the injury happened).
On the other hand, if Bridgewater spends the entire season on the PUP list, then his contract tolls and the last year of his contract will be 2018 (and the Vikings can then do his "fifth-year" option if wanted).

correct, but they still aren't risking having to pay a backup 23 million dollars

There is no risk. They have more than enough space and will trade him. Teams may get that the Pats need to trade him, but multiple teams want him. There is no chance they would have to pay him $23M unless they want to do so.
I guarantee that the Pats don't let Garroppolo walk with nothing in return. It's not like there isn't any precedent for this. They did it with Cassell and worked out great for them.

You obviously don't know how the tag works, they aren't paying a backup QB ~23 mil a year
They can tag him and trade him just like they did for Matt Cassell. He won't walk for free I promise you that.

Exactly. They wouldn't be holding on to him this tightly if they planned on letting him sign somewhere else Scott free.
