No, and here's why:
Let's assume Drew will throw for between 30-35 TDs.
9-11 will go to Colston
4-6 to Reggie
3-5 to Pierre
5-7 to Shockey
5-7 to Moore
That's 26-35 right there, before getting to Meachem and Henderson. Even if we adjust the numbers down a bit for everyone, you know Meachem's going to catch some, so I still think that Devery will be UNDER 10 TD receptions this year. That said, that does NOT mean that doing so would not be a successful season.

You left out Arrington. Anyone think he'll start moving up the depth chart, especially when Devery pulls his first hamstring.

Arrington
Roby gives us KO return ability, Meachem will be higher up, and Henderson will get more PT. With Bush and Shockey in the line up, I would see us running more 3 WR, 1 TE, 1 RB rather than going with 4+ WR packages. Because of Bush's versatility, we were in th middle of the pack when it comes to 3 and 4 WR personnel groupings last season. I don't see that changing much.
So I really don't see Arrington making a huge impact unless he totally outplays some people.

First of all, I don't see Roby doing anything but return kicks.
The fact that Payton put Arrington on IR last year to keep him on the team makes me think that they definitely see some immediate potential. I'm not saying he'll jump right in and be a starter, but if he catches a few balls in the first couple of games in the season you'll see an army of Saints fans and media praising his name and calling for more playing time. I just see him as maybe being the receiver Meachem was supposed to be.

Let's forget about Devery for a minute...is anyone else excited to have Colston back at full strength again? It seems like due to his injury he wasn't able to get in a groove at any point during the season. It's scary to think what our offense is capable of this year with a healthy Colston (and hopefully Shockey and Bush) and Pierre Thomas set as our #1 running back.

I'm with you, novowels. Colston struggled with that ligament damage last season, and it clearly effected his catching ability. Now that he'll be healthy, I think this offense will be dominant. PT will be handed the reigns, and this will be a strong year for us
