Kingbob, you got the right idea but I would turn you Funk Stage into a Punk Stage.
Punk Stage:
Bad Religion
Dropkick Murphys
Rancid
Social Distortion (Mike Ness could fit in well on the Country Stage as well)
Rise Against - move them from the Metal stage and put AC/DC there instead.
Flogging Molly
NOFX
Pennywise
Offspring
The country stage is incomplete without Sturgill Simpson and Shooter Jennings. Heck, I'd dump Brad Paisley to add those two.
Punk Stage:
Bad Religion
Dropkick Murphys
Rancid
Social Distortion (Mike Ness could fit in well on the Country Stage as well)
Rise Against - move them from the Metal stage and put AC/DC there instead.

I would hire someone to name each stage and sponsor each stage, but simply give me 5 bands on 4 stages...
Punk Stage:
Bad Brains reunion (yes, it happened!)
Husker Du (we'll find a way to appoint a new member and get the other two back)
Rancid
X (again....reunion show)
Bad Religion
Metal Stage:
SLAYER
DOWN
Anthrax
Sepultura
Helmet (playing only their 1992 album Meantine)
Main Stage:
Guns N Roses 9The ORIGINAL lineup....1 show only...Axl sings from a tree high a top the stage so he doesn't have to intermingle with the other members. Yes, Adler is on drums...not Sorum!)
Faith No More (the 1990 lineup with Chuck as a guest singer on "We Care A Lot" and "Arabian Disco")
A Perfect Circle (the 1999-2000 lineup)
The Cult (with Les Warner on drums...again, not Matt Sorum!)
Bob Seger
The First Wave Stage:
INXS (with new lead singer)
The Go Go's
Missing Persons
The Church
Hoodoo Gurus
I figure 40 mil could get me that, along with sponsorship.

Brad's for my SO, sorry guys. Him and Zac Brown are probably her favorite current artists, which is unfortunate for me because it means that despite her ipd having lots of great classic rock, funk, zydeco, ect, she keeps her car on Nashville shite country-pop radio.

Nothing wrong with Zac Brown. I'm liking some of his new stuff and how he is branching out into other genres and will do his own thing, not the Nashville thing.
It would be cool to convert that country stage into an Outlaw Country stage (Mike Ness would still fit in perfect there) but Garth is a headliner that will bring in the crowds (who wouldn't like to make more money) and you got George freaking Straight.
I'm liking my Punk lineup. Sad part is that Bad Religion, Offspring, and Pennywise played in a show at Harrah's in Council Bluffs/Omaha last September and I missed it. Still kicking myself.

BR radio sucks. I'm usually stuck listening to 98.1, 97.7, or 96.9. There's too much static for my FM transmitter to work and my car doesn't have an aux port. I may have to just bite the bullet and get one.
