Only if you're being ironic. The GOAT country singer might actually have to be able to play an instrument. IMO, shouldn't be considered a county music artist if you can't play anything.
He plays piano.
That said, he doesn't belong anywhere near this list.

Luke Bryan deserves an honorable mention
as the greatest country singer of all time? really?

1. Townes Van Zandt
2. Kris Kristofferson
3. Guy Clark
These 3 guys have either mentored or wrote songs for the greatest country music singers of the last 50+ years. Still today they are the inspiration for a lot of artists and songwriters (not bro country either).
ETA Is there a place on the honorable mention portion of this list for the likes of Robert Keen and Jerry Jeff Walker???

The majority of the people on your list are older singers. While I am also older and grew up with all of them, I would say there are some of the "newer" singers that should be considered
Alan Jackson
Garth Brooks
Just for example

David Allan Coe
A lot of people only know DAC for a few songs that have been overplayed and are pretty cheesy. He was actually a very talented musician, singer, and song writer.
IMO he doesn't get the credit he deserves. I have 100's of his songs on my old ipod (probably closer to 1000) and I would have to rank him right up there with the best of them.

Coes version of Would you Lay With Me is a great song.

Hank Sr. is number for all he did in not only a short ime, but total influence (you cold even count Keith Whitley as a modern day Hank Sr.)
Waylon, in my opinion, is second. Then Lefty Frizzle.
While George Strait isn't my style his accomplishments can't be ignored.
A lot of folks remember Conway Twittys country career but forget about his early Rockabilly stuff.

And who gives a shite either way. No country artist is that great of a "musician" in anything outside of singing.
