I can't really disagree with this.
I never really thought of myself as "rockin' out" to The Rolling Stones. One can definitely rock out to The Who, or Zep.
I give The Who the edge because they played at Woodstock.

Hard not to put Stones at the top of the list.
The Who, Beatles, Led Zeppelin, Lynard Skynard, early Santana, Johnny Winter all need to be considered highly.
I was fortunate enough to see a lot of the great 60's groups growing up. I can tell you Ten Years After could definitely rock it out. Credence live was also first-rate.

I'm going with Guns n Roses simply for Welcome to the jungle. To me that song just says this is Rock n roll.
