Here's the correct answer:

Easily, Van Halen...with the caveat that the best Sammy songs are absolutely worthy of inclusion in the pantheon of the band's best. (Dreams, Right Now, etc.)

You are kidding yourself if you think anything from the Hagar era is cheesier than anything DLR did and is still trying to do.

The music from both eras wasn't much difference. Less cover tunes with Hagar, maybe a few too many ballad type songs with Hagar. Hated the keyboard stuff but there was plenty of that across both eras.

I think the Hagar era has aged really well. After not listening to it for probably 25 years I have them a re-visit after Jericho's classic album battle of 1984 vs. 5150 and did a deeper dive into all of them and was surprised how much I like the Hagar stuff now... granted I'm in my 50s now.

They’re both cheesy in different ways. David Lee Roth was cheesy party music about screwing hot girls. Sammy Hagar was cheesy ballads about love and occasionally aliens.

Everything is cringe, just embrace the cringe you like.

Why Can't This Be Love, Dreams, Love Walks In, Cabo Wabo, When It's Love, Black and Blue, Finish What Ya Started, Poundcake, Right Now, Top Of The World, etc says you're wrong.

Atomic Punk, Mean Streets, Unchained, Girl Gone Bad, Take Your Whiskey Home, etc. are neither cringe nor cheesy.

Nothing against Sammy at all but I saw them twice with Roth and once with Hagar and the Roth years were significantly better to me. Didn't hate them with Hagar by any means but they just weren't quite the same
