IMO its between The Bends and Ok Computer and I give a slight edge to Ok Computer because I enjoy that album as a whole more.
Thoughts?

The Bends for me. But, I'll be damned if anything radiohead puts out isn't exceptional.

Yes. I remember when In Rainbows came out I was shocked at how good it was. I couldn't believe that they were still able to put out such a quality record. I know it would be good, but I was surprises at just how great it was.
For me (and this is constantly changing)
1. OK Computer
2. Kid A
3. The Bends
4. In Rainbows
5. Hail to the Thief
6. Amnesiac
7. King of Limbs
8. Pablo Honey

In Rainbows
Ok Computer
The Bends
Radiohead is my favorite band, but damn, Kid A is way overrated. I like it, but it is probably my least favorite of their albums.
That said, Everything in its right place and Idioteque are incredible live.

1. The Bends..I'm a garage fan, thus the fuzz, distortion, and crunch just touch my soul, whole album just throws one hit after another.
2. OK Computer..like all Radiohead music centers on alienation, but with a spacerock theme, trippy stuff.
3. In Rainbows..just genius, great songs, Thom constantly tweeking the formula from the previous albums.

The only reason why I can see you calling it overrated is because it has near universal praise. I still think it is a phenomenal album and one of the best of all time.
It has a very mercurial feel to it, going from the hypnotic Everything In Its Right Place to the bizarre experimental title track to the heavy rocking free jazz of The National Anthem. That just covers the opening trio of songs. I love just about every song on the album.
Re-listening to it now makes me remember how much I love the outro to Optimistic and the subsequent coda. Beauty.

I find Kid-A hit-and-miss..much of it is like's Wilco's hidden track..just a bunch of broken fridge distorted fuzz. Bought it in 2000 on day released, drove to Dallas that day, listened to it non-stop whole drive..felt uneven to me between it's highs and lows.
Thom can at times try to push the envelope too far..get too far out into his Lotus Flower gyrating smasmodic dancing fig..wish he'd climb back into his sulky alienated Fake Plastic Tree grocery cart more often.
