Is there another rapper on par with Snoop when it comes to delivery?

Look, I'm not here to debate lyricism, or bars.. or anything else outside of the OP.
This discussion is simply about sound/delivery.. I've always thought Snoop was the smoothest sounding MC. His voice is just about as cool as you can get IMO.
Does your opinion think someone else is close in this realm? Better?

I’m kind of partial to 21 Savage. While he’s not as silky smooth as Snoop, he has that same kind of quality.
My 55+ arse always get looks from motorists when they pull along side me and I happen to bumping 21 through my JL Audio subs.
