Actually I don't care if it's a greatest hits but Substance 1987 is my answer. For the main reason it's the only album Everything Gone Green appears on and for all the B sides.
But other than that, Power, Corruption, and Lies is the correct answer.
However, I wouldnt' discount 2001's Get Ready. It's is easily the best effort since Technique.

I should say albums 2 thru 4, since Movement is acaually their first.
Technique used to be my favorite. I still love it for sentimental reasons, but it was the first album I heard from them, before I discovered their earlier works.
I agree with Cdawg...Get Ready is a very good album, but a little too jangly guitar oriented.
Waiting for the Sirens Call is a very good, almost classic sounding New Order album. Found this by accident just killing time in a Wal-Mart after Katrina, browsing thru the cds. What a great surprise.
Speaking of which, I read that they are coming out with a new one, made up of songs from the Sirens sessions, called "The Lost Sirens" or something like that.

I used to think Technique was this electronic-techno sorta dance album, but when you really listen to it, especially the the last half...its really pop, guitar oriented alternative.

1. Power, Corruption and Lies
2. Technique
3. Brotherhood
4. Lowlife
5. Get Ready
6. Republic
7. Movement
8. Waiting for the Sirens' Call
I like all of their studio albums, so far..but's that's how I'd rank them if I had to...though I'm tempted to put "Movement" higher...their most Joy Division-ish record.

So far Peter Hook is the only roadblock to getting those released. They did release one of the songs "Hellbent" which is pretty damn good. Would have liked to have seen it replace the dreadful JETstream on the WFTSC album
