Tennessee Ernie Ford
After reading the posts I realize you are asking for singers that sing bass, not play bass.
I stand by McCartney as the best bass player who sings.

Yeah some of these artists are either baritones or tenors. Not bass singers in the classical music definition.
A true bass singer is rare and a basso profundo even more so.
The lowest female voice is the contralto which is another rare voice type.

Les claypool plays bass and he’s a singer. So I’m going with him.

They don't sing lead because most if not all contemporary and classic music don't have parts for them as a bass or true bass voice is rare.
Baritone and tenors are more common but a good bass is always in demand because a rare voice like that makes some big bucks in voice acting.

Sumner concerning low notes for he used to own the lowest recorded note until Tim Storms. However the better singer better the two, I don't know.

Gene Simmons' "Cookie Monster" vocals have held up surprisingly well at 72 y/o

JD rated as the lowest bass singer in the Guinness book for a while

He was for years 18 years. But some speculation say that he held it longer but wasn't recorded as proof.
Since 2012 Tim Storms has the lowest voice in the world.

At least of these responses completely missed the point of the thread. I'm thinking at least half of those were not being facetious.
Bill Medley is one of my favorite deeper ranged vocalists, but he's a tenor as far as I know.
