They are definitely bringing at least some characters forward into phase 7. Just the announcement of Shang Chi 2 as the first phase 7 movie at D23 this weekend tells us that.
Maybe he is gone after that movie, but I feel like they'd have made it the last movie of phase 6 (like Black Widow after Endgame) if that were going to be the case.

But yes I agree Rogue from the 90s was incredible. Could fly and had super strength plus could still steal other people's power/ energy

Not sure, I just remember it was Carol Danvers she got the powers from and have no idea if she had different powers as Ms. Marvel compared to Captain Marvel. At the very least the MCU version has the flight and super strength so could work if they go that route.
