In effect she is a terrible mother, but I think that it is worth noting that it isn't negligence that makes her a terrible mother. She makes a real attempt to raise her son into her idea of a man. I think there's something to that. It just so happens that her idea of a man is fricked.
ETA: I guess what I'm trying to say is that intentions count for something, and her view of the world is not entirely her fault. It is more a product of her environment. The skills she tried to teach Namond are what is necessary to survice on the streets. She isn't as bad of a mother as it would appear on the surface.
