No, if TLJ was a completely separate story with all new characters then the movie wouldn't be nearly as divisive.
In fact as a standalone it would have been pretty good. 90% of the problems are that it's extremely disjointed as a chapter in this saga both in terms of characters and overall story.

This is an incredibly inefficient method that doesn’t factor in many things.
The point is that to Star Wars fans, the movie blew goats. The casual viewer who gets tight in the pants over Transformers and Marvel movies will love this one because it’s basically the same type of movie, just set in a Star Wars universe and exploiting established characters to get people in the theater
