re: Why did Paulie hate Rocky so much?

Paulie was jealous of Rocky and the success he achieved.

Paulie and Rocky came from the same area and under similar circumstances (streetwise, tough, wise guys).

The character of was a sour drunk but he was "successful" in his estimation. He had a job at the meat processing plant and house and he looked after his painfully shy sister, but he obviously wanted to be respected/feared in the neighborhood. That's why he asked Rocky to help him get into "collecting" for the loan shark.

Rocky went from collecting debts and mopping up Mickey's gym to taking the heavy weight champ the distance.

He became a legend. Paulie became a drunk bum.

If you don't think your family has a Paulie, then there's a good chance that you're your family's Paulie.

Paulie was just a hardass drunk who hated everybody. It wasn't that he legit hated Rocky. But we all know that ultimately, he always cared deeply for Rocky, as seen here:

You're all heart, Rock

That's a big deal for someone like Paulie to admit something like that. So he was just an a-hole northerner, but he respected Rocky and loved him a lot because, like he said, most people would've ran him off because of how he is, but not Rock.

Paulie was from Philly. They all act like a-holes in Philly.
