Black Mask as a gangster/underworld figure.
Riddler as an obsessive compulsive mastermind. Someone who could challenge the World's Greatest Detective intellectually. He would rock the green suit and bowler, not the unitard.
Hugo Strange would be decent as the archetypal mad scientist. Maybe someone doing Mengela-type experiments on the homeless.
Killer Croc would be a decent "muscle" if they kept him more realistic and less like a half-crocodile/dinosaur.

just give him that disease (Ichthyosis) that makes peoples skin all scaly, add some tats, file his teeth, put studs in his skin, and give him a job in a carnival freak show and BOOM you have Killer Croc.

They talked about him butchering people for Falcone and he was sent to Arkham and escaped when they had the prison break. They showed him for a second with the tally marks showing on his neck. almost attacked Rachel at the end.
All in all about 15 seconds of air time.
