The latest buzz comes to us from the always-reliable Justin Kroll, of Variety, who shared that his sources have indicated to him that the Penguin may be the primary antagonist in Matt Reeves' The Batman. He adds that if Reeves, who is still in the midst of penning the script, opts to go in a different direction, then the villain may be used as the lead opposition in Cathy Yan's Birds of Prey, which will also return Margot Robbie as Harley Quinn.

Take this with a grain of salt as things are constantly changing in the DCEU but I'm hearing the Penguin is possibly the choice to play the main villain in THE BATMAN. Sources add even if Reeves decide to go another route the studio could then make him the main villain in BOP

Reeves is still working on the script, so that could always change but of the multiple BIRDS OF PREY scripts submitted, one does have the Penguin as the main heavy. Either way, it seems WB wants this character cast in the universe sooner rather then later.

For Batman, I'd like to see them use someone that we haven't seen on film yet.

I know that the current meme is to want Patton Oswalt as the Penguin, but Robin Taylor's performance on Gotham has opened up the character to being portrayed by more than your short chubby actor of the month.

And Burgess Meredith didn't portray him as being that stout.

Matt Reeves' The Batman, coming to a theater near you in May, 2035.

Starring Ben Affleck as Alfred.

I mean... if it's called "birds of prey" then a penguin makes a little sense..
They stalk the shite out of little fish

Batman has a great Rogue's gallery, and we keep getting the same ones.

For shame.

Hush?
Hugo Strange?
An awesome take on Valley?
A nouveau Ventriloquist?
Hurt and his crew?
Black Mask?
While I didn't mind Neeson's take on Ra's, I feel like we need the real, mystic version on screen. Could be a lot of fun.

Wasted chances.

If done right (cue hysterical laughter) then the Penguin would be a solid recurring villain/background character for Batman and the Birds of Prey. He's a mastermind who can't physically match any of the heroes, but is gifted at coming up with schemes.

He'd make a solid villain for Green Arrow on the TV series because the modern incarnation of the character is publicly legit while privately being a murderous crime lord.

I think it's great. But Devito is clearly the worst part.

Didn’t know Nightwing was gay, but it makes sense after the whole Batman and Robin affair.

It was a nice take on the Batman prior to Frank Miller's influence. Burton makes the campiness work. It's fun. Cheesy and light, but still fun.

We do?

We've had the Joker twice, but that's numero uno and you can pretty much expect every iteration of Batman on screen to have a version of the Joker.

We've had Catwoman twice.

We've had Two Face twice.

We've kinda had Bane twice, but not really.

Otherwise we've had The Riddler, Poison Ivy, Mr. Freeze, Scarecrow, Ra's al Ghul, Talia al Ghul.

I think we've had a good mix of different villians given the fact that there have been 7 Batman movies with Batman villains.

Even if having the same villain (really just in name because the mutant versions of Penguin/Catwoman and the cartoon versions of Two Face and Bane are completely different than Catwoman, Two Face, and Bane in Nolan's movies.
