It might have been a better "complete work" or self contained story if it had ended after the Frieza saga, but we would have missed out on a bunch of great moments.

They should have killed off Goku then and made it about Gohan.

Was also the initial plan after the Cell Saga. Gohan was meant to be the new savior of Earth for the Buu Saga but developers told Toriyama they didn't want to do that because the fans wanted Goku.

I think that was the plan, but Goku had too much fan support. I really like Gohan as a character, and they really should have let him have his time a lot more. SSJ2 Gohan against Cell was some of the coolest stuff in the series.
If you go back through this thread you'll find that a lot of people have complained about what they did to Gohan, especially at the end of the Buu saga. He gets to be the most powerful un-fused character in the series only to have the final victory taken from him. Very disappointing.

As George RR Martin put it: Art is not a democracy. Whenever I hear that artists and studios give into fans, it sends me up the wall. Only minor cameo appearances are understandable, and that's it.
