I thought about this but I think I have an idea why Rian did it. Actually JJ had Luke tossing it originally in TFA but Rian asked him to hold back a few things at the end for epi 8
The biggest thing is that we have to assume Luke had been hiding in the edge of the Galaxy for 20+ years.
The first interaction he has, after also separating himself from the force btw, is a strange girl handing him a light saber, something he hasn't messed with in a lifetime
It reminded me of the Bill Hicks joke about Jesus and the cross. All these people running around with crosses on their neck. You think when Jesus comes back he wants to see a fricking cross? Thats like going to JackieO with a rifle pendent on.

As a staunch defender of Last Jedi, I agree completely with everything you said and would add that the Maz hologram scene was idiotic.
As much as I loved The Last Jedi, I’m completely offended by the Finn/Rose stuff because there were three main plot lines and one was completely useless and only existed to give the useless Finn something to do and to inject an Asian character for the Chinese market. The casino planet, Finn/Rose stuff literally played no part in the way things played out. It was bullshite.
I loved everything else so much that it made up for it, however.
