They got the info from the folks talking in the room before she is taken (remember when he asks her to hold the phone out?). They cross referenced the language dialect with the location of the nab, combined with the tattoo mentioned by the girl to some CIA database
It is really no more outlandish than hearing someone from Southeast LA talk, and without having them tell you so, know they are from southeast LA.
Good Luck only played a role with the final bit to identify the person speaking in the phone.

This is the first time I have not gone in years. Just didn't feel like it and my son said he wanted to go to the movies instead so I took him and a friend to see Push. Figures I miss the best parade yet.
