When Zod, Ursa and Non arrive on Earth why does Ursa get hurt when the snake bites her.

Because she doesn't fully have her powers yet because she hasn't been exposed to they yellow sun for very long.
Seems like, though, that when the snake bit her, it's fangs would have broken off.

I haven't seen the movie in a long time, but it seems like both being slightly hurt because of not being exposed to the sun and being startled may have happened.

Snakes are pure evil. Their level of universal devil evil outweighs any yellow sun power a Kryptonian would have. Superman could have ended the fight at Fortress at the end of the movie much faster if he would have set a cobra trap for them.
