She's worth hating because of her mundane a-hole personality. She's one of the elements of why Walt's life sucks in every way at the start of the series.
It would make sense if people hated characters based on the actual harm they do but it turns out some people hate Eddie Haskel more than Al Pacino playing the Devil.
Because we all know people like Skylar White and Eddie Haskel.
