Further, J.R.R. Tolkien established that the Great Eagles are not a "taxi service". They are sentient, proud, and independent spirits created by the Valar and would have been easily corrupted by the One Ring's power. Because the Ring demands dominion, a powerful Eagle carrying it might have become a massive threat itself. Finally, the success of the quest relied completely on stealth; Sauron's gaze was entirely focused on war, allowing the Hobbits to slip into Mordor unnoticed.
Having said all that, it seems like eagles could have been used for vast stretches of the quest anyway.

Shot them down? With what, their lasers and guns?

It was mentioned in the Hobbit that there were Men who had exceptionally large and powerful bows that discouraged the Eagles from raiding their flocks of sheep. Obviously the need for that type of weaponry was born out of the proximity to the threat, as well the fact that sometimes the Eagles did indeed raid their flocks. But that doesn't preclude the armies of Mordor from either having or coming up with such weapons themselves.
