She wanted cameras in there and the guy didn't put them in there and told her afterwards it's because of budget issues.
No one would think there is an american turned if Carrie didn't tell people that after she heard it from the prisoner in the first episode.
She is not the terrorist. I could see the other guy in her office, Sol, or her spy camera partner being the cell leader, but NO WAY it is her.
What if it's her boss? The black guy. I think I saw him put something on the table in the background of the video in the interrogation room.

Pretty sure it was him. He picked something up and put something back down while the fight between Brody and the guard was going down. It was like that was the distraction he needed to plant it.
But that is just a theory. I'm sure the director puts shite like that all over this show to make people like us question everyone.

WE never heard what the prisoner said. There is a plot reason why his claims were not heard by the audience. Bet on that.
And why did Carrie not tell anyone in the CIA what that prisoner "said" until Brody was rescued?
What if Brody isn't "turned" as in "he is a terrorist" but he is "converted", as in he is now a Muslim?
What if there is a different POW who is turned? Like Brody's buddy? Do we KNOW he actually died?
What if the flashbacks of Brody beating him up are in a different context than we think?
Carrie is the double agent and is framing Brody as the "turned" agent, to protect another asset.
There is a back story on Carrie and a major frick up by her while in Iraq that ties in to all of this.
Something is up with her and there is a reason the tagline for this show is "Watch Carefully".
