I agree. I don't see how they let Frankie play holding both chains. The whole game is to work with another person and communicate.
IMO Caleb should have been able to grab the other chain at any time he wanted and frick up Frankie. After all, he had just as much right to play as Frankie did.

Agree with the sabotage comments above. All Caleb had to do was let Frankie spend time getting it all the way to the top, then just frick the entire thing up. At minimum, it would have broken Frankie's spirit -- all that hard work sabotaged and knowing he will do it again the next time he attempts to get the ball to the top.
