Eh, you have to hav Cruella and probably Malificent. Then Frollo and Gaston.
Scar really had like two moments of badness - killing Mufasa and Be Prepared. Outside of those two moments he was pretty lame.
I'd also be tempted to put Shere Kahn....and if Pixar is fair game. -Syndrome.

I was juggling Malficent and Scar making the list. But it’s weird how I think Ariel is an awful protagonist and Ursula is one of the greatest villains ever. She’s a wonderful villain even if Ariel is an idiot and an all around awful person.

I don't disagree that Ursula is solid...but Cruella kind of originates her schtick and is a tad more iconic.

I agree that Cruella is more iconic. There won’t be an Ursula movie. I just find her more intimidating in general.
