Scar may not be the scariest, but he was definitely the most evil. He killed his brother, attempted to kill his toddler nephew and beat his sister n law. All with an impeccable accent.

Missed Frollo or the guy that mutilates boys and sells them into slavery? I'd say they're much worse than Scar.

I had actually thought of this years ago.

The most evil is definitely Cruela De Ville.

She had no real reason for the deaths she intended (In Disney Films all life is equal, as animals are amorphized)

The Carriage driver in Pinocchio needed Donkeys. But he only went after bad kids and was a cautionary tale that was needed in the story. He also didn't kill anyone, just allowed them to become jackasses.

Scar, is a Lion lions get power by banishment/beating other lions higher in the chain. He was evil for killing his brother, but Power is not a bad reason to be evil.

Ursula was pretty fricked up but she again wanted power and control of all the oceans.

Maleficint, well a new movie by Disney changes Cannon. She wasn't really evil, just pissed the frick off. But all is better.

I don't count the characters from dark adult favorites like Fantasia and Black Cauldron.
They just aren't ingrained in my memory.

The lady from the rescuers was bad, I grant that.

The wicked witch and many others were just horrible.

But each wanted power or a much great lot in life.

Cruella did everything so she could have a new coat.

Idk about scariest but Scar from TLK was and is my favorite. He was ruthless but had very clear motives. He was bad in a believable (for a cognizant cartoon lion) way. Although I realize he's just basically Claudius from Hamlet.

He was really just a victim of poor circumstance. How was it possibly his fault that there was no rain for almost the entire duration of his reign? Sure, he had an army of Nazi Hyenas, but what does that have to do with the suffering of the realm? The whole issue was that there was no rain which meant no water, no grass for herbivores, no meet for carnivores, ect. Scar may have been a good ruler if that whole drought hadn't happened under his watch. It would be like blaming Mayor Nagin for the Levees being breached in New Orleans. He clearly had nothing to do with the breach (the response and preparation, certainly, but not the physical breach), so painting him as evil because the city flooded makes no sense.
