As far as the 90s gang is concerned, the only person that comes close to Norm in legend on the set and performances was Farley. Aside from Kattan, everyone on set had a very high opinion of Norm. I'd say Norm would make it pretty high on the list.

The first year after all of the original cast left is widely recognized as an unparalleled disaster but that was about 82 or 83 so it doesn't exist for most of you.
It was the year with Charles Rocket and some other people who didn't make it through the year. He killed himself by cutting his own throat, which is pretty intense when you think about it.

Wow. That list is fricking garbage. Jim Breuer was an all timer. Colin Quinn and Norm MacDonald were at minimum better than the entire current cast. Jay Mohr was solid. I mean... Brooks Wheelan is better than these guys? Really?
I get it's a list and it's Rolling Stone, which is now a shite magazine at it's best and not worth wiping my a-hole with at the worst, but come on.
And Jay Pharaoh at 55 just smacks of this writer with an agenda. Particularly in conjunction with the snarky quips about black women not getting their due.

I will say this, save Norm, I don't think those guys were exactly SNL material. That's not to say that they're not funny as frick, it's just SNL is not exactly their environment. They're more stand-ups than anything. Norm is on a different level since no-one before or since had been on SNL, and he was a very strong writer for SNL as well. None of them are as bad as Brooks Wheelan, but I don't think Colin Quinn's environment was best suited towards SNL. He was not that good of an Update Anchor, although I think he shined in "Tough Crowd".

being bad on SNL doesn't make someone unfunny. It makes them a bad actor or bad at live acting is my point. I think she's funny in the ghost chasers skit, and that's not live. So maybe in Ghostbusters where there's multiple takes and editing she'll shine.
