Finally got a chance to watch American Nightmare - spoilers

Holy Cow, how did the Vallejo Police Department get away with what they did and only have to pay out $2.5 million dollars. Thank goodness for the female detective in Dublin, CA. Her presentence made it to where Denise and Aaron could have somewhat a normal life. How bad did the FBI screw up this case as well and got off without free.

Question I do have, didn’t she say that she heard someone pull up in a car, speak with the kidnapper then leave? Who the hell was that?
